 JOB PURPOSE:

Act as a single-point- responsibility for delivering multi-discipline projects (of varying size and complexity) running concurrently, from concept through definition and execution phases, safely, on time, within the approved scope/specifications, budget, and in accordance with the agreed stakeholders’ expectations.

 

 ACCOUNTABILITIES
Project Concept and Definition:

Work as a project representative in Cross-Functional-Team (CFT) during development of Conceptual and Front-End-Engineering Designs.

Interface with Departmental, Inter-departmental and Third Parties (including Licensor) for inputs/outputs to Project deliverables.

Ensure accuracy and completeness of Gate-3 and Gate-4 deliverables.

Evaluate Engineering Consultant CTR’s and prepare award recommendation reports for outsourced FEED/DED Services.

Contracts and Contract Management:

Plan Project Definition and Execution Phases for concurrent implementation of assigned Projects (as Project Focal Point) including preparation of realistic Contracting strategies (Tender/Award) to meet Project quality and objectives.

Co-ordinate and develop of EPIC/PIC work scopes, technical specifications and information packages, pricing, progress monitoring/control, execution methodology and HSE Appendices comprising Tender Documents.

Identify Project Management and Contractor resource requirements.

Conduct Bid Technical Evaluations, contribute to commercial evaluations and prepare Contract Award Recommendation Reports to Tender Committees.

Apply best-practice project management, contract administration principles, processes to ensure accuracy and completeness of Project deliverables (engineering, procurement, installation, commissioning and close-out documents/drawings/reports/procedures).

Cost, Planning & Change Control:

Contribute to development of Project cost estimates/implementation Schedules & exercise effective progress monitoring & control.

Ensure Contractor adherence to Project execution schedules

Manage & protect Project cost & schedule from changes, within agreed quality standards

Verify and validate Value of Work Done against Contractor invoices and recommend payment to be made in compliance with Contract Agreements.

Evaluate Contract claims for time and cost and determine validity and actions to be taken.

Risk Assessment:

Initiate, facilitate and participate in in risk assessments of projects (from Gates-2 to 6), review and endorse risk assessment results and ensure risk mitigation actions are closed-out.

Completion and Handover Certificates:

Lead final inspections at Project Mechanical completion stage (Gate-5) and ensure close-out of punch-list prior to commissioning and readiness for operation (Gate-6) including ensuring that all Gate approval documentation is in compliance with statutory requirements.

Ensure quality and completeness of Contractor’s Project Documentation & as-built drawings (Final Dossier) for completed Projects.

Initiate and co-authorize the release of Contract ‘Completion Certificates’, ‘Handover Certificates’, ‘Discharge Certificates’ and Project ‘Financial Close-out’ Documentation.

Policies, Practices and Procedures:

Contribute to the development and oversee the implementation of Section’s policies, practices, procedures and controls covering all areas of Projects’ activities to ensure that all relevant procedural/legislative/regulatory requirements are fulfilled while delivering a quality, cost-effective Service safely and on time to Customers (internal & external).

Safety, Quality, and Environment:

Adhere to and ensure compliance with all relevant safety, quality and environmental procedures, instructions, regulatory requirements and controls so that the safety of employees (own & Contractor), quality of Products/Services and the environment can be guaranteed.

Ensure zero incident rate on Contractor activities.

Continuous Improvement:

Contribute to the identification of opportunities for continuous improvement of the Section’s work methods, processes and practices taking into account ‘international best practice’ applied to business processes, cost reduction, quality and productivity.

 

 Key Performance indicators:
  Mutually beneficial relationships maintained with Contractors, Vendors, RLIC/QP JV’s and Licensor.

Projects are brought in safely, on time and within budget.

Scope definitions are technically complete and accurate.

High quality of project deliverables.

Cost and time estimates are realistic.

Adherence to HSE standards, policies, procedures and regulations.

 Problem Solving:
Problems are often varied and non-routine that require to be addressed in short periods. Role uses previous experience, lob-specific skills & lessons learnt to identify most appropriate solutions. Delays in providing effective resolutions usually result in negatively impacting the Project with consequential revenue loss to the Company.

 QUALIFICATIONS, EXPERIENCE and SKILLS:
Minimum Qualification:

Bachelor Degree in Engineering.

Certificate in Project Management.

Minimum Experience:

8 – 10 years Project Management experience (multi-discipline Projects) of which at least five (5) shall be in the Oil/Gas/Petrochemical Industry

(2) Years of Gulf Regional related experience is an added advantage.
