JOB PURPOSE:

Protect and enhance Mesaieed Refinery commercial interests and reputation throughout the contracting lifecycle by directing the activities pertaining to the establishment and administration of contracts in a manner that drives effective contracting practices and independent decision making. Ensure effective procurement services, and internal and external customer relationships in order to deliver optimal procurement of materials for Mesaieed Refinery.

 

 ACCOUNTABILITIES:
Strategy Formulation and Implementation:

–  Formulate and implement Department’s strategies and plans as appropriate to its needs and objectives and align them with Mesaieed Refinery and Group objectives.

–  Ensure that all contracting and procurement processes are in line with approved policies, standards and procedures and are followed by all those involved in placing and administering contracts in Mesaieed Refinery.

Contracts / Tenders Management:

–  Ensure completeness, accuracy and management of the annual contracts plan for customer department.

–  Ensure effective process and oversight to direct the scoping done by the customer department.

–  Safeguard and protect Mesaieed Refinery commercial interests and reputation throughout the lifecycle of the contracting activities.

–  Direct the review of all contracts, contract variations, claims and disputes during the contract lifecycle to ensure alignment of the same with the respective Department’s objectives.

–  Mitigate commercial risk in order to reduce the effect on the company’s financial assets throughout the contract lifecycle.

–  Maintain and ensure data confidentiality, security and integrity relating to the organizational contracting activities and associated guidelines where appropriate.

–  Develop and administer tender planning process in order to ensure critical path tender and award milestone activities are achieved.

–  Review the contracting process and its related activities whilst adhering to the Ministry of Industry and Energy’s policies to ensure an uninterrupted delivery of quality goods and/or services in a cost effective manner.

Negotiations Management:

–  Develop negotiation strategies that ensure/protect Mesaieed Refinery interests without compromising the relationship with contractors/suppliers.

–  Lead, where appropriate, an Mesaieed Refinery team of professionals during commercial negotiations.

Suppliers Relationship and Performance:

–  Establish and maintain relationship with prospective suppliers in order to obtain necessary clarification and technical knowledge of goods and services offered so as to stay up to date with the market.

–  Ensure the monitoring of contractor performance to assist in future contractor selection.

Contracts Analysis, Selection and Close-out:

–  Direct the compliance monitoring and other reporting analysis in order to ensure goods and services have been received in line with the contract objectives.

–  Direct the tender/bid evaluation to ensure alignment of the same with the Company’s set policies and procedures.

–  Ensure prequalification standards/procedures are in place and updated.

–  Guide the closing out process, in conjunction with the concerned Customer Department in order to ensure that all required contract objectives have been met.

FT Catalyst

–  Direct the catalyst supply chain process from a commercial aspect in order to ensure cost efficiency and alignment of the same with the overall organizational strategy and objectives.

–  Responsible for ensuring the report the recovery of spent catalyst and precious metals associated is reported accurately and on time.

–  Responsibility for overall management of the FT catalyst supply chain process.

Secure the supply chain process of precious metals reconciliation with Sasol and track conformity with the warehouse.

–  Ensure there is a Business Continuity plan for FT catalyst.

Procurement Management:

–  Drive the supply chain process from a procurement aspect in order to ensure an uninterrupted delivery of quality goods and/or services in a cost effective manner in line with the overall organizational strategy and necessary regulations.

–  Direct activities in relation to monitoring market performance (spot price fluctuations) and marketing firm (s)/ agency (ies) performance in order to ensure Mesaieed Refinery financials are safeguarded and contract terms are adhered by, respectively.

–  Lead the materials process with service providers through the request for proposal developments or competition invitation documents, as required, in order to remain abreast with Mesaieed Refinery needs.

–  Safeguard Mesaieed Refinery reputation, enhance and build professional supply relationships.

–  Secure optimized quality, total cost and delivery of materials.

Management Reporting:

–  Ensure on-going reporting to ORXY Mesaieed Management in order to keep them abreast with regard to the contracting process.

–  Provide necessary reports to Mesaieed Refinery Management with sound recommendations to assist the decision making process.

–  Ensure filtering of all STC/TC level Contracts and recommend both committees with the best commercial recommendation.

People Management:

–  Ensure the achievement of functional objectives through effective leadership of the team, setting objectives, managing performance, developing and motivating staff.

–  Provide formal and informal feedback along with appraisal in order to maximize performance.

–  Coach the Team, as necessary, for improved performance and provide guidance and direction to the Team during the performance management process.

–  Ensure that potential vacancies are appropriately occupied by potential Qatari nationals, where possible, so as to adhere to stipulated Quarterisation targets.

–  Encourage employees in Procurement and Contracts to demonstrate key behaviours in order to achieve the set objectives of the Department.

–  Ensure unsatisfactory performances are identified and potential improvement opportunities are capitalised upon.

Contracting Standards, Policies and Procedures

–  Is responsible for the preparation and implementation of procurement and contracts policies, standards and procedures in a way that protects Mesaieed Refinery commercial interests and provide recommendations for improvements as appropriate.

–  Ensure procurement and contracts policies, standards and procedures meet Mesaieed Refinery audit and compliance objectives.

Budgeting and Cost Control:

–  Prepare Department’s budget using inputs from heads and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues.

–  Identify areas of unsatisfactory performance, potential performance improvement opportunities and capitalise upon.

HSE and Quality Assurance:

–  Assure Ensure compliance to all relevant health, safety, and environmental management procedures and controls covering procurement and contracts activities to maintain employee safety, legislative compliance, delivery of high quality products /services and a responsible environmental attitude.

–  Ensure that the Department meets the Quality Assurance standards and audit.

Continuous Improvement:

–  Take responsibility for the identification for continuous improvement opportunities of Department’s systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

 

 Key Performance indicators:
–  Standards and procedures are current, complete and approved.

–  Risk mitigation in contract and procurement activities.

–  Accurate and complete procurement and contracts records.

–  Customers are informed and trained on procurement and contracts procedures.

–  Effective commercial evaluation of bids.

–  Effective technical evaluation and scoping of contracts.

–  Customer satisfaction.

–  Timely review and approval of contacts.

–  The Negotiations process is led for a win-win situation to both Mesaieed Refinery and Contractor.

–  Claims are handled in a manner that safeguards Mesaieed Refinery interests.

–  Adherence to organizational procurement and contracts policies, standards and procedures.


 QUALIFICATIONS, EXPERIENCE and SKILLS:
Minimum Qualification:

–   Bachelor Degree in Business, Engineering, Law or equivalent.

–  Master Degree is an advantage.

Minimum Experience:

–  8 – 10 years in a similar role in the Oil and Gas Industry.
