2. JOB PURPOSE |
Provide an effective and immediate response capability to control and resolve emergency incidents involving fire, safety and security. Provide security systems for the protection ofMESAIEED GIL personnel and assets. |
3. ACCOUNTABILITIES |
Function Strategy Formulation:
§ Contribute to the formulation and implementation of the emergency services strategies and plans as appropriate the function/business line needs and objectives. |
Safety Standards and Goals:
§ Ensure setting the standards and goals for emergency planning and response to ensure a quality service in protecting company staff, assets, the surrounding community and the environment in the most cost effective manner. |
Emergency Response Plans and Exercises:
§ Coordinate the development, testing and maintenance of unified emergency response plans and exercises in order to ensure awareness of the same across the organization and preparedness in case of an incident. § Supervise field emergency exercises to measure and assess response capability and readiness. § Act as coordinator with Qatar Gas, Civil Defense and Ras Laffan Industrial City as co- participants. |
HAZOPS and HAZIDS:
§ Participate in HAZOPS, HAZIDS and safety reviews to ensure adequate and regulatory design of the same. § Act as authorized design engineer for all fire protection and detection and gas detection requirements for plant design in line with the set regulations and guidelines. |
Incident Investigation:
§ Participate in investigations and prepare reports on fire, medical and security incidents to determine causes and provide necessary decisions accordingly. § Provide recommendations for remedial action — in case of more serious and complex incidents. |
Emergency Response Coordination:
§ Act as a representative for Mesaieed Refinery at emergency response coordination meetings that involve all major industries resident within Ras Laffan. |
Equipment Audits:
§ Conduct audits on emergency equipment to ensure readiness of the same in case of an emergency. |
Safety, Quality and Environment:
§ Ensure compliance to all relevant safety, quality and environmental management procedures and controls within a defined area of emergency services activities to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude. |
Policies and Procedures:
§ Abide by the implementation of operational policies, procedures and controls covering all areas of HSE Operations activity so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. |
Continuous Improvement:
§ Contribute to the identification of opportunities for continuous improvement of Section’s systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement. |
4. Key Performance indicators |
§ 100% of pre-planned drills are conducted at all facilities.
§ Safety equipment is regularly inspected and fully operational. § All employees are trained in emergency response. § Contribution to corporate target of lower than 0.25 recordable injury frequencies achieved. § HAZOPS and HAZIDS are performed thoroughly and as per predefined schedules. § Customer satisfaction. |

9. QUALIFICATIONS, EXPERIENCE and SKILLS |
Minimum Qualification:
§ Bachelor Degree in Occupational Safety or Emergency Response or equivalent discipline. § Certificate in Fire Safety/Loss Prevention. § Certified as Professional Fireman. § Certificate in Petrochemical Fire Fighting. § Certificate in First Response Medical. § NFPA 1041. § NFPA 472. Minimum Experience: § 6 Years of experience in a similar role in the Oil and Gas Industry.
